The Home Child Care Provider and Home Support Worker pilots were launched back in 2019 to provide immigrant caregivers an opportunity to apply for permanent residency in Canada. Home support workers take care of our families and elderly citizens while staying apart from their loved ones for extended periods.
The Canadian immigration department is looking to approve over 6,000 home support workers permanent worker applications by the end of the year, with about 2,900 caregivers becoming permanent residents together with their families in 2020.

Home support worker permit types

As a home support worker, you have access to different types of visas depending on how long you have stayed in the country, and the work experience gained plays a huge factor.
Temporary work visa permit : For home support workers who are foreign nationals coming to Canada for their first work-related residency, you must apply for a work permit when applying for your Canadian visa; This permits the worker to work for a limited period of six months as a temporary worker.
Openwork permit : It's given to foreign nationals looking to works as home support workers who may switch between different employers since, with the regular permit, you are only limited to the employer who invited you to Canada.

Postgraduate work permit : This focuses on international students who have completed a degree from a Canadian designated learning institute. They wish to extend their stay in Canada by working as a home support worker.
Permanent residency : As of May 6, 2021, Canada will accept 30,000 new permanent residents with one year of work experience for home child care providers and home support workers. Permanent residency is officially closed to new applicants.

Eligibility

For applicants to be allowed entry into Canada as a home support worker, you will be assessed against the fail and pass selection criteria set by the Canadian immigration department. The home support worker pilot program only provides permits to workers with a job offer in Canada and meet the following criteria:

  • The Canadian Language Benchmark (CLB) test results have to be at least five
  • One year of Canadian post-secondary education or the foreign equivalent
  • Admissible to Canada and willing to return to your home country once your permit expires.

Home support workers working in Canada on a work permit and meet the above criteria can apply for permanent residence through the home child support care provider and home support worker pilots.

Documents that you may need to apply for a home support worker permit

To apply for a Canadian work visa, you must submit the following support documents and application forms.

Valid job offer and education documents

The job offer from your Canadian employer is critical for acquiring a home support worker visa. The job offer document is used to authenticate your application, while the education documents prove that you are qualified for the position you are being employed for.

Application forms

Application forms will vary for foreign workers currently residing in Canada and foreign workers applying from their home country. Here are the application forms required:

  • IMM 5475 – Authority to release personal information to a designated individual (when applicable)
  • IMM 5476 – Use of representative form (when applicable)
  • IMM 5409 – Statutory declaration of common-law union (when applicable)
  • IMM 5645 – Family information form
  • IMM 1295 – Application for work permit made outside Canada.
  • Schedule 1 – Application for a temporary resident visa

Valid passport

Photocopies of your passport, including all the pages. The passport should be valid for more than six months after entering Canada, accompanied by two passport-size photos as per the photo requirements.

Police record certificates

Your country's police criminal records must be presented during the application for admission to enter Canada. You must have no criminal record in the past and prove you are a law-abiding citizen.

Complete medical exams

Officials at the Canadian Consulate require you to be healthy before traveling to Canada. To that end, you can opt for taking the medical exam before starting the application process or within 30 days after submitting your application.

Proof of financial stability

Submit documents that prove that you can support yourself and your family's stay while in Canada; the documents should also prove that you can afford to return to your country after your permit has expired.

Other factors you need to know.

  • The Canadian immigration department accepts around 2,500 permanent residency requests from home support workers every year. Only 516 have applied so far, which accounts for less than 20%
  • For home support, workers applying for permanent residency with less than 24 months of work experience in Canada at the time of application will receive an occupation-specific open work permit valid for 36 months where the applicant must demonstrate to have worked for at least 24 months.
  • For the job offer to be classified as full-time qualifying work, the job has to be a least 30 hours of paid work per week. An applicant must have obtained work experience in an eligible occupation listed in the National Occupation Classification (NOC) to boost your chances.
